This little volume is based upon an article which I published in the Political Science Quarterly for March 1912. The original text has been considerably expanded by the addition of new illustrative materials. It seems hardly necessary to apologize for including such copious quotations from the writings of "the fathers" on the point at issue. The best paraphrases are never so eloquent or convincing as the documents themselves. Mr. B. E.
